District Government Mirpurkhas in focus

• Father late Muhammad Khan Junejo has played active role in the politics of Pakistan and had occupied highest offices of the government and finally has remained the Prime Minister, Islamic Republic of Pakistan. As such has the political family background and attitude.
• Have got the will and commitment to serve the people of the area.
• Doing Social work since 1990.
• Doing Agriculture in Mirpurkhas & Sanghar since 1990.
• Being the Head of District Government administering the 12 group of offices devolved to District Government Mirpurkhas.
• Also heading the District Council comprising 59 Members.
• During the Incumbency of Zila Nazim Office since October, 2005 get the Budget for the year 2006-07 passed unanimously from the Zila Council Mirpurkhas. The salient features of the Budget are the better service delivery to the people of the area. Main focus has been given to the development of Infrastructure in the field of Health, Education, Road Sector, Agriculture sector etc. Health and Education has been given priority in the Budget with allocation of ample amount for the better service delivery through Health and Educational Institutions. Community Development has also been given priority in the budget and considerable amount allocated for the schemes proposed by the CCBs.
• The Schemes under Education Sector Reforms (ESR) / President programme (PP) which were initiated by the Federal Government in the year 2001-02 had remained neglected during past. The Zila Nazim has taken sincere efforts for activating the schemes and ensured the implementation during 2005-06.
• The Schemes under Sindh Devolved Social Services Programme (SDSSP) which were also remained non-functional during the tenure of previous regime have been finalized for implementation and the work on these schemes is in progress.
• Applying innovative ideas introduced the Summer Camps within the district during summer vacation for the deserving and middle class. Through these Summer Camps different vocational and entertaining activities have been carried. This is the first time in the history of district that such activity have been planned and implemented and people from different walks of life and thoughts have welcomed and admired this activity.


SECTOR-WISE PERFORMANCE

Education Sector:
•Opening of Literacy Centres in 32 Union Councils under ESR Programme has been finalized and these centers will start functioning very soon, which will facilitate the people of age group 10 years and above to become literate.
•10 Secondary Schools have been selected for introduction of Technical Stream (Trade Teaching) in the District through ESR Programme. The Provision of material according to trade is in process and these schools will start imparting technical education very shortly
•30 Secondary Schools have been selected for providing science material to revamp the science education at secondary level in the District under ESR Programme. The supply of science material in the selected schools in under process. This will strengthen the science education and facilitate the students in conducting there science experiments without any hindrance.
•1 well equipped Teacher's Resource Centre is being established at District Headquarter under ESR Programme to impart training to the teachers according to advance modules and modern methodologies through refresher courses to develop their professional and interpersonal skills.
•Through SDSSP Rs 30.000 Million is being spent for the development of education sector. Out of which Rs 15.000 Million on Revenue side for meeting the shortage of furniture and equipment. From this amount 1 office of EDO, 7 offices of DOE and 12 offices of ADOE are being provided furniture, computers and equipments. 40 Boys / Girls Middle Schools, 31 Boys / Girls High Schools are being provided furniture and equipments, while 5 Primary Schools are also being provided furniture and 2 High Schools are being provided science material for Labs.
•Under the same programme (SDSSP) against Rs 15.000 Million allocated for Civil work of schools, rehabilitation of 32 Elementary & Secondary Schools is in process, the work of construction of additional classrooms / compound wall and lavatory block in 11 Primary Schools is in progress, while I High School is being upgraded to the level of Higher Secondary School.
•Under this programme (SDSSP) 200 Teachers are also being hired on contract basis for posting in the closed schools to make those functional or where there is shortage of teachers. This will not only provide the Job to the local unemployed youth, but also make the closed schools functional which were lying unattended and closed since long.
•With the assistance of UNICEF, 50 Female Teachers are also appointed under the Acceleration of Girls Education Project making 50 closed schools functional and the teachers have started working in their schools.
•Teachers' training was imparted to the 60 teachers of Balochabad Union Council during the summer vacation through 12 days refresher course under ESR Programme.

Health Sector:
•Rs 25.000 Million has been allocated for the repair and maintenance of Civil Hospital Mirpurkhas during current financial year 2006-07 and the work of repair and rehabilitation is in progress.
•Rs 25.000 Million has been allocated for the repair and rehabilitation of other Health Facilities and Government Buildings during current financial year 2006-07 and the work on many Units is in progress.
•Rs 5.000 Million has been allocated during the current financial year 2006-07 for combating the situation of Malaria & Hepatitis.
•Rs 49.500 Million has been allocated during current financial year 2006-07 for the procurement of Medicines for Health Facilities of District and the Medicines are being provided to the Hospitals, BHUs, RHCs and Child & Maternity Home.
•1 Mobile Medical Unit is being purchased with the cost of Rs. 2.000 Million to provide Mobile Health Facilities to the areas where such facility do not exists.
•Under SDSSP Rs 22.082 Million has been allocated for Health Sector.
•Under this programme (SDSSP) 3 Ambulances have been purchased and provided to the Hospitals of Tando Jan Muhammad, Jhuddo & Phulladyoon.
•Under this Programme (SDSSP) 34 Doctors have been appointed on contract basis in the different hospitals of the district, which make the health facilities viable to the people of rural areas.
•Under this Programme (SDSSP) Paramedical Staff is also being appointed in the Health Facilities very shortly.
•Under this Programme (SDSSP) Furniture and Equipments is also being provided to the Health Facilities.
•During current financial year 2006-07, Rs 6.000 Million is allocated for the Dialysis Centre Mirpurkhas. 4 new Dialysis Units provided by the Provincial Government have been installed in the Dialysis Centre with the total cost of Rs 1.638 Million and the cost of Installation is born by the District Government.

•Besides installation of Dialysis Units, Rs 0.900 Million has also been provided to the Dialysis Centre for purchasing the Generator which has been purchased.
•Rs 0.250 Million is being provided on monthly basis to the Dialysis Centre for their running expenditure of previous 4 Units. In addition Rs 0.250 Million will also be provided for the running expenditure of 4 new Dialysis Machines on monthly basis, for which funds are available in the Zila Nazim Budget.
•From the existing 4 Dialysis Units, around 180 Dialysis of 75 registered patients is being conducted monthly. With the operation of 4 new Dialysis Units this facility will be doubled. From the Dialysis Centre Mirpurkhas the people of neighbouring districts including Tharparkar, Sanghar, Umerkot and Tando Allah Yar are also getting benefit.

Disaster Management:
•Heavy rains of August & September 2006 created the situation of disaster and flood devastation within the district. Rs 3.000 Million was spent from the Budget of Zila Nazim District Government Mirpurkhas and Rs 10.000 Million was provided by the Provincial Government for the relief and rehabilitation of affected people.
•Around 0.700 Million population was affected from the Disaster out of which 0.400 Million was directly affected. Around 20,000 people were rescued and shifted in 208 relief camps established in school buildings, whereas around 80, 000 dislocated people remained on the embankments of roads / canals and elevated places. The following Assistance and help was extended to the affected areas for the plight of the Disaster Stricken people:-
o 50 De-Watering Machines, 1950 Foods Bags, 300 Tents, 280 Tarpaulins, 20 De Watering Machines were provided through Zila Nazim, Disaster Management Fund, whereas 22,000 Food Packets, 30 De-Watering Machines, 400 Tents and 1,200 Tarpaulins were provided from the funds released by Provincial Government. 500 Bed Nets and 3,900 Blankets were also distributed amongst the affected people.
•Health facilities through Mobile Medical Teams both for human and livestock was also provided in the affected areas.
•The Zila Nazim wrote letters to the International Donors based in Pakistan for the assistance in this moment of tragedy and also talked with them on telephone.
•The WHO supplied the Medicines to the District Government Mirpurkhas. The UNICEF also responded effectively and positively and supported District Government Mirpurkhas with in kind support.
•The NGOs working in the district including Red Crescent Society, Paramedical Association, LSRDA, NCHD also assisted in the relief activities.
•The Zila Nazim, District Government Sukkur also sent 250 Food Bags, Medicines and Medical Team for showing his solidarity with the affected people of this District.

Provision Of Fire Brigade Vehicles To TMAs:
3 Fire Brigade Vehicles have been purchased by the District Government and provided to Taluka Municipal Administration Mirpurkhas, Digri & Kot Ghulam Muhammad.
Provision Of Water Tanker:
1 Water Tanker has been provided for supplying drinking water where needed from the funds of District Government Mirpurkhas.

Development of Infrastructure:
Rs 255.000 Million has been allocated for ADP during current financial year 2006-07 as compared to last year allocation of Rs 216.000 Million which is 18% greater than previous year.
From ADP Funds construction of Shelter-less Schools, Roads, Drainage, Water Supply Schemes / Tanks, Rehabilitation and Repair & Maintenance of existing Schools / Hospitals / Roads / Government Buildings will be carried.
Rs 6.000 Million has been allocated during current financial year 2006-07 for the Rehabilitation of Staff Quarters of Defunct District Council Employees. The work of Repair & Maintenance of Staff Colony has started and will be completed on priority basis.
Work on construction of 7 Shelters on different busy parts of the district has been started with the cost of Rs 2.251 Million. 2 Shelters are being constructed in Mirpurkhas Taluka, whereas I each in Taluka Sindhri, Digri, Jhudo, KGM and Hussain Bux Mari. The design of these Shelters has the rest area and toilet facility.
Out of 190 ongoing schemes of 2005-06 pertaining to Agriculture, FTM Roads, Education and Health Sectors, 39 have been completed with cost of Rs 156.151 Million and the work on remaining schemes is in progress. The total cost of 190 schemes is Rs 749.448 Million.
In other programmes of SDSSP, Sugarcane Cess, MPA Programme, DERA-11, Special Package (CM Directives) and SRDP.out of 266 schemes 131 have been completed with cost of Rs 158.2648 Million. The total cost of 266 schemes is Rs 362.469 Million.
324 new ADP Schemes of Road, Water Tank, Village Electrification, Public Park, Water Supply against the Development Budget for the year 2006-07 have been approved by the Council and the work is in progress.

Other Initiatives Taken by District Government Mirpurkhas:
A Women Complaint Cell has been established since 15th November, 2006 in the office of Zila Nazim, District Government Mirpurkhas and every Wednesday has been fixed for this purpose where women from all segments of society can present their grievances. The Cell is working under the supervision of Zila Nazim and a team of volunteers comprising women from different group of offices of District Government is working in the Cell. This team interact with the women and discuss their cases with Zila Nazim and later on same are referred to the concerned departments for redressing their grievances. The Zila Nazim also spare time to listen the grievances of women personally in the Women Cell.
•A Complaint Cell has already been established in the office of Zila Nazim which is also working under the supervision of Zila Nazim. This Cell is working round the week during office hours and people from different walks of life can present their problems. Schedule of different group of offices of District Government have been chalked out and officers are also attending this Cell according to the schedule for redressing grievances of the people. Both the above cells are working effectively and people are attending these cells to share their problems for appropriate solutions.

•More emphasis has been given to the formation of CCBs and execution of different schemes of socioeconomic development through CCBs within the allocation of CCB Budget. 187 CCBs are registered and during the current financial year Rs 15.600 Million are allocated for CCBs Schemes as against Rs 10.800 Million of previous year. The Zila Council has approved the Schemes of CCBs and work on many schemes has been started. The Zila Nazim is giving more emphasis on the CCBs of women so that the active participation of women in the development process can be strengthen and enhanced.
•60 Sewing Machines have been distributed amongst deserving and poor women for their self employment to earn for their families with dignity.

MESSAGE

District Government Sukkur came into being in 2001 after devolution plan. This new system which is a unique and novel concept that is running very satisfactorily under the dynamic and charismatic leadership of President Parvez Musharaf. The devolution plan consists in itself so many plus points in which for the first time, a common man, farmer, labourer, the people from minorities Women have been included in the main stream of District Administration, decision making and power-sharing.
Sukkur because of its geographical importance always remained a centre of political, cultural, industrial, economic, social, territorial and historical activities. By realizing such important avenues, my government took its task and initiated many mega projects and tried its level best to solve all the problems and hurdles in the way in order to raise the standard of life in this district.
At present District Government like wise my previous tenure is working on so many development projects like the establishment of water supply of safe drinking schemes, drainage & sanitation schemes of waste water, establishment of Export Processing Zone and Dry Port, construction of Ghulam Muhammad Mahar Medical College etc. in various sectors of life. If a comparison of achievements is being made between 1947 to 2000 and 2001 to 2006; there is more achievements and developments in this short period of just five years.
District Government Sukkur has always worked according to rules and as per policy for betterment of all the people irrespective of their status and position. In our District, business friendly environment is created, for which all the industrialists, traders and investors will be encouraged and assisted with the open arms.
Let it be prayed to achieve the best goals for the betterment of present generation and for those who will come in days to come.

Sukkur occupies a unique position because of its geo-strategic and business oriented background.
Sukkur, since its inception remained a centre of socio-cum-economic-cum political activities. With the passage of time, Sukkur played a pivotal role in all activities like a heart in body-politic.
After the devolution plan, the district government set-up came was created under which for the first time, the powers were decentralized from top to bottom and ultimately opened new avenues of life for the common man.
Almighty Allah endowed District Sukkur with agricultural, Irrigation, historical and industrial potential. By realizing such potential, so many mega projects like water supply scheme of pure drinking water, establishment of Ghulam Mohammad Khan Mahar Medical College, Cadet College Sangi, establishment of Dry Port and Export processing zone preservation of Historical Places, construction of recreational parks, alongwith so many other schemes which prove the achievements of district administration.
In industrial sector, there is a big potential for the investment, on this account, district administration is pursuing its task vigilantly and persistently to have a program regarding establishment of Export Processing zone to cater ever increasing demands of Business Community.
District Administration Sukkur is strongly believed and simultaneously following the principles of merit, honesty, transparency, good-governance, rule of law and services to the people of all walks of life without any distinction of caste, color and creed.
I am very much optimistic that Sukkur District will go a long way and has a capacity of getting perpetual prosperity and decency. Aameen.

HISTORY OF SUKKUR

Historical Background
• Sukkur occupies an important position in the annals of History from Alexander the Great to the defeat of Mirs of Khairpur & Hyderabad from the hands of Sir Charles Napier in 1843 a captain of British Army.
• The original Sukkur District was bifurcated into three districts viz.Sukkur,Ghotki and Shikarpur. In 1883 Sukkur became the headquarters of the district instead of Shikarpur and since that time public offices have been gradually transferred to it.

Main Problems Faced by District Government
In post devolution plan the District Govt. Sukkur is facing multiple type of problems, likewise:
(a) Unavailablity of Professionals in various sectors i.e Engineering, Finance and other departments of Government.
(b) Unavailabiltiy of consultants in all sectors.
(c) Limited resources of the Govt.
(d) The Officers/ Officials are lacking in the trainings of modern technologies.
(e) Unavailablity of Sound Resources/ Modern equipments like e-government, video.conferencing etc.
(f) No well defind coordination between District Govt. and TMAs.
(g) Least Buget allocation to TMAs.

Recommendations:
(a) Modern trainings in capacity building be provided to the officials of District Govt.
(b) The professional knowledge be enhanced in the respective fields.
(c) Sound allocation of funds be provided for latest equipment.
(d) The proper delegation of powers to the cocerned authorities.
(e) Consultancy be providedin all sectors especially Public Health Engineering, local administration and Taluka Municipal Administration.
