District Kamber Shahdadkot Kamber was established in December
2004 and EDO Health Office was established in December 2005,
Total area of District is 5475 Sq KM. It is bounded on west by
Khuzdar & Jhal Magsi Districts of Balochstan Province, on
eastern side is Larkana District, Jacobabad & Jafarabad Districts
are situated on northern side & southern side is bounded with
Dadu District.
The District is Consisting upon 7 Talukas. The Total Population
is 1256182 out of this Polio targeted Population (0-5 years) is
213552 according to 1998 census.
NIDs & SNIDs are operated in 40 Union Councils by 593 Polio
Teams headed by 115 Area in Charges & supervised by 7 Zonal
Supervisors.
Since 2005 till date the total Coverage of targeted Population
is 97% while the WHO standard is 95% and our district is up-to
mark by WHO.
In last round in February 2007, the targeted Population was 275535
and our achievement was 279143 children.
The Surveillance system of district is very active. In 2006, 52
AFP cases were reported from the District, all were declared as
DISCARDED. In 2007, six cases of AFP have been reported &
five have been DISCARDED, one case is pending for report.
In Polio Campaigns the female i.e L.H.Ws involvement is 71% &
because of that we achieve the best coverage, in spite of that
this District is mostly tribal in nature, & the female involvement
in such campaigns is very difficult.
As district touches the borders with Balochstan Province, so there
is huge influx of immigration in District after Karachi, so the
district is very prone to Polio Cases due to migration. The 2/3‘d
Area of Kamber Taluka is Arid zone & mountainous with scattered
population, so great problems are faced to approach the Population
in that Area.

Problems
1. To established fix EPI Centers on entry points of borders touching
the Balochistan.
2. At least two 4X 4 Vehicles may be provided to cover the 2/3
rd remote and hard area of Kamber Taluka.
3. An special plan my be made to cover the un reachable area of
’Kutte ji Kabber’, which is 6900 ft: high above see
level, and have got no any kacha /packa road. In 2002 the UNICEF
had arranged the plan and the area was covered first time in the
EPI history. After that this area has not been approached / covered.
So there is very need to approach the population and the special
funds may be allocated in this regard.
Suggestions
1. The Logistics and staff for fix Centers on entry points of
borders with Balouchistan may be provided.
2. The vehicles 4X4 may be provided for arid zone and mountainous
area at earliest.
3. As the special program was carried out in 2002 with the assistance
of UNECIF for the area of Kutte-Jee-Kaber, such program may be
carried out, because after the month of April the population will
be migrated to the mountains and the opportunity will be missed
so the special fund may be allocated.

A brief summary of development for the year 2006-07
1. A.D.P. Schemes
There are 152 Nos schemes comprising 657 Units approved, out of
which 103 Nos Road-Schemes, 18 Nos Building-Schemes (comprising
52 Units) and 25 Nos: Education Works-Schemes (comprising 502
Units) - approved for Rs.1016.028 million. Expenditure incurred
on these schemes up to June 2006 was Rs.187.459 million. The allocation
for current financial year 2006-07 on these schemes is Rs.197.425
million, out of which Rs.155.267 million has been released and
expenditure incurred on these schemes is Rs.121.976 million, thus
Utilization79% up to February 28, 2007.
a. Roads:
The work on 103 Nos Road Schemes with a scope of improvement 82
KMs and construction 136 KMs approved for Rs.536.747 million and
the expenditure on these schemes upto June 2006 was Rs.107.301
million. During current financial year 2006-07, Rs.95.61 million
allocated out of which Rs.71.707 million released and expenditure
incurred Rs.49.916 million, thus utilization is 70%. The Physical
target for current financial year 2006-07 is: Improvement-18.30
KMs and Construction-43.51 KMs.
b. Buildings:
The work on 18 Nos: Building Schemes comprising 52 Units approved
for Rs.148.305 million, the expenditure on these schemes upto
June 2006 was Rs.9.865 million. During current financial year
2006-07, Rs.38.485 million allocated out of which Rs.28.863 million
released and expenditure incurred is Rs.21.283 million thus utilization
is 74%. During current financial year, 4 Nos schemes comprising
11 Units will be completed.
c. Education works:
i. District-ADP: The work on 25 Nos: schemes comprising 256 Units
approved for Rs.163.637 million and expenditure on these schemes
up to June 2006 was Rs.63.363 million. During current financial
year 2006-07 Rs.37.83 million allocated out of which Rs.29.196
million released and expenditure incurred Rs.25.283 million, thus
utilization is 87%. During current financial year, 10 Nos schemes
(91 Units) will be completed.
ii. Provincial-ADP: The work is ongoing on 6 Nos Provincial Schemes
comprising 246 Units approved for Rs.167.339 million and expenditure
on these schemes up to June 2006 was Rs.6.930 million. During
current financial year Rs.25.500 million released and expenditure
Rs.25.494 million - Utilization is 100%.
2. Rural Development Package
There are 7 Nos Road schemes, 22 Nos of Building schemes and 2
Nos of Education works schemes approved under Rural Development
Program with an estimated cost of Rs.59.119 million and Expenditure
incurred on these schemes up to June 2006 is Rs.27.380 million.
Allocation for current financial year on these scheme is Rs.31.739
million. Allocated funds have been fully released all e schemes
will be completed during the current financial year.

Budget
speech of Zila Nazim
(Financial Year 2006-07)\
First of all I welcome all the participants on attending this
first ”Budget Session” for the financial Year 2006-2007.
As you are well aware that District Kamber-Shahdadkot @ Kamber
came in to existence on 13.12.2004 and its first budget was prepared
on population basis of constituted district Larkana and this reconstituted
district at the scale of 48% share. I am very much delighted to
present our first surplus, tax free and 20% enhanced budget in
comparison to the last year’s budget.
I feel very proud to inform all respected members sitting in this
house that since we have assumed the reins of power of this district
the law and order situation has improved and we are striving’
very hard for betterment of people’s welfare and will continue
the same. The office buildings have been provided to almost all
of the District level officers which was a challenging task keeping
in view of the shortage of buildings structure and assets at Kamber
town.
We have come here after taking oath that we will whole heartedly
safeguard the rights of peoples and strive for betterment of people
at all revel. The development schemes have been carried out sector
wise at our peoples’ interest as detailed below.
Works and Services Department
The Works and Services Sector consist of 3 branches like Roads,
Buildings and Education Work each one is headed by the officer
of District Officer level. The Roads Sector has completed 42 schemes
comprising 10 roads and 9 bridges. The Buildings Sector has completed
12 schemes containing 23 units. Like wise the Education Works
Sector has completed 9 schemes comprising 48 units.
Health Department
The Health Department is most important department of District
Government set up as it works for the health facilities of people.
It has also been ensured that life saving drugs, used in the treatment
of gastro, anti-snake venom and anti-rabbies voccines be available
with Executive District Officer (Health), Kamber-Shahdadkot @
Kamber. Further, it is stated that Ambulances of Taluka Hospitals
Kamber, Shahdadkot, Qubo Saeed Khan, Mirokhan and Naseerabad have
been made road worthy. A part from above Medico legal and Post
Mortem facilities have also been provided at Taluka Hospitals,
which was a great problem and has been resolved. During this year
polio has been eradicated to the level of 95%. The Medical Camps
for remote areas like Qubo Saeed Khan, Mithal Mugher, Hamal and
Nasseerabad have been established to cope up with Gastro enteritis
problem and doctors have been posted there. In the mean time the
Government of Sindh has been requested to provide Ambulances for
the above said centers. Causality Centers have been established
at Taluka Hospitals Kamber and Mirokhan as well as Motor Cycles
have been given to Vaccinators for prompt duties and four Dee
Freezers have been provided to EPI Centers. Many of the buildings
of Health Institutes have been gc repaired / renovated under M&R
Programme.
Now I place the ”Revised Budget 2005-06” and ”Budget
Estimates 2006-07” before this Council whicf has been prepared
keeping in view of the requirements of District Government Departments.
The brief sketch of the budget statement shown in Table.
Dera Programme
The schemes under Road, Water Supply and Veterinary Health sectors
have been approved under this Programme and the Government of
Sindh has been requested for allocation of funds. Insha’
AIIah, the work will be carried out on these schemes very shortly
to provide relief to the people of Drought Affected areas.
Here I would like to mention and inform this august house that
the District Government has been with its people in every hour
of need, as such we have provided death compensation to the bereaved
families of Hamal Lake incident, which took lives of four person
due to gastro and road accident of Qingi and Coach occurred at,
Golo Wan, which also took lives of five members of one family.
As you are aware that consequent upon creation of new district,
there was acute shortage of staff in all of the newly created
offices hence in order to run the official business, staff was
appointed on daily basis including the legal heirs of shaheeds
of Kamber incident will be recommended by the District Government
to the Government of Sindh for regularization being satisfied
with their performance.
In the end, I am really grateful to Mr. Mukhtar Hussain Soomro,
District Coordination Officer Kamber-Shahdadkot at Kamber and
his staff and Mir Aijaz Hussain Talpur, Executive District Officer
Finance & Planning and his staff for their relentless services
in preparation of budget documents.

Nawab
Shabir Ahmed Chandio - Crownless King of Ghaibi Dero

Like other parts of Sindh which are famous either because of
places, personalities or the prominent races or the tribes, Larkana
or the old ’Chandika’ is mainly known after the powerful
Chandios who inhabit across its width & breadth. Historically
the whole ’Pargana’ has been the fiefdom of Chandios
of Ghaibi Dero, the area spreading over 2 lacs acres of land.
The area covering plains, mighty mountainous range of Kheerthar,
deserts and vast agricultural lands is witness to the countless
anecdotes of historical value, number of wetlands and permanent
abode of several archaeological monuments.
Last month I had a chance of landing in a small but well architectured
and best designed residence of Nawab Shabir Ahmed Chandio, in
Karachi’s DHA. The house is known as “Ghaibi Dero
House”. In my first telephonic conversation with the Nawab
he graciously granted interview and invited me to his Karachi
based “Ghaibi Dero”.
Nawab Shabir Chandio, who was elected as the Zila Nazim of newly
carved out district of Kamber-Shahdadkot district in 2005.
Ailing Nawab Shabir Ahmed, who met a fatal accident in 1998, is
under treatment at his residence. Despite his ill health he regularly
receives dozens of visitors hailing to nook and corner of his
area & elsewhere, daily.
After Pir Sahib Pagaro, who is a telephone conscious and always
keep his all land lines as well as cellular connections right
under his command and receive calls directly, I found Nawab Shabir
Ahmed Chandio kicking the same habit. All cells and landlines
were spreading on his bed.
Born in 1948, Shabir Ahmed Chandio was sent to St. Joseph Convent
School Quetta for his primary education. He was hardly there for
three years when Field Marshal Ayoob Khan imposed martial law
in the country and co education system of education was done away.
Consequently, he was shifted to Grammar School, Quetta. There
he found some class fellows like Wajid Durrani, SSP, who later
became infamous in connection with Mir Murtaza Bhutto murder case.
Late Altaf Bhayo was senior to him.
He did his elementary from Public School, Hyderabad in 1964.
He was hardly in his mid teens when he got married. The marriage
was arranged.
The bride was from his maternal side. His maternal grandfather
was Nawab of Makran Mir Bhoyee Khan. His father, Nawab Sultan
Ahmed Chandio, died in 2002.
His octogenarian mother is very much alive and actively take part
in routine domestic works. Nawab Chandio has three sons and two
daughters. For the Chandios of Ghaibi Dero it is famous that they
are men of unconquerable will, never yielding to force and aggression.
They are die hard friends of friends and bitter foes of foes.
Hunting and motor driving remain his favourite past times of Nawab
Shabir. While on a hunting trip in 1998 his vehicle fell from
a hillock in his area causing him spinal injuries.
“I do not like fast driving”, says Nawab Shabir Ahmed
Chandio.
He was hardly six years old when he grew interest in hunting and
under went series of hunting trips in the company of his elders
and retainers.
His entry in polling politics is as old as 1970, when he had a
chance of campaigning for his father against Dost Muhammad Hakro
who was backed by Zulfiqar Ali Bhutto’s PPP. Nawab Sultan
was PML backed candidate.
Hakro was declared successful. Electioneering of 70s grew a politician
inside him and he developed a passion for contesting the election
himself. In 1977s polls, he was awarded with a ticket by the PPP
on the provincial assembly seat from Larkana’s country side.
However, the elections couldn’t take place due to imposition
of Martial Law of General Ziaul Haq. In 1985’s non-party
polls his father returned to National Assembly as an unopposed.
In 1988’s general elections he was awarded a PPP ticket
and remained successful. He defeated Sardar Mumtaz Ali Bhutto
in 1990s polls. In the first ever District Government System elections
of 2001, he was unable to contest the election for the top slot
of Larkana’s District Government because of his bad health.
However, his elder son Sardar Khan Chandio succeeded in becoming
Taluka Nazim. On the utmost public demand he sent forward a proposal
for a separate District. The government according public will
issued a gazzette notification upgrading Kamber Tehseel and giving
it a status of District, in 2005. The people of area were still
busy in celebrating the new district formation, when a revised
decision of the provincial government came in and it was named
as Shahdadkot.
The latest decision came out as a shock for the public and a series
of protest demonstrations were held in the Kamber and its suburbs.
One of a peaceful procession was stormed by the police in which
at least four innocent people were shot dead several others were
left injured.
A high powerful judicial enquiry was initiated and some police
cops were found guilty of opening fire on the peaceful processionists.
“It was purely a public reaction and we had nothing to incite
them or create a law & order situation”, said Nawab
Shabir Chandio.
Unlike other feudal lords he is calm and composed fellow. He is
a regular reader of DAWN and keenly refers foreign as well as
the local news magazines.
Traditionally, Nawab Chandio is a leading Sardar and wields immense
influence through out the country. His clan and its innumerable
sub clans and many more Baloch tribes inhabiting in & around
his area directly comes under his rule.
He is ranked as a just and reasonable fellow. He doesn’t
endorse the view regarding doing away with Jirga system. He is
completely in favour of ages old mechanism based on speedy justice
and ensuring peace and order.
“Why to oppose system, which though being an old is very
much popular in the public at large. It doesn’t aimed at
to create a sort of parallel system or isolate already a powerful
judicial system. One or two Sardars can’t be blamed for
promoting this system, in fact its purely an exercise which takes
place on the utmost demand and sweet will of warring groups”,
Nawab Shabir defends the jirga system.
“Very unfortunate lies in the FIR lodging system. A man
who has nothing to do with any crime taking place in his area
is named in the FIR while the actual culprits go scot free. On
the basis of that faulty FIR, charge is used to be framed and
one has to pay a heavy price to prove himself innocent. While
in Jirga it all goes entirely inverse. Here justice takes place
in a single session while in our judicial system it is otherwise”,
remarked Nawab Shabir Ahmed Chandio.
Nawab Chandio is also vocal on crime against women folk in Sindh
and holds novel argument in his defence.
“Karo Kari crime do not exist here in Sindh alone. Basically
it is an emotional crime which has plagued the whole west or europe.
If Karo Kari was confiend to our part of the world than in what
circumstances lady Diana died.
Don’t you believe she was killed as ’Kari’.
Yes, she was assisinated as Kari and no doubt the circumstances
and the mode of killing was different to that one prevailing in
Sindh. Isn’t that enough to justify that Sindh is not the
only place where ’Karo Kari’ usually takes place”,
said Nawab Chandio.
“In Sindh the women enjoys a lot of respect and place in
society. While in other parts of the country its condition is
worst, which is evident from the score of incidents of gang rape
or the naked parade”, he further claims.
Nawab Chandio doesn’t see any change of attitude towards
controlling Karo Kari crime.
“Even education or mass literacy couldn’t help in
controlling or the curbing Karo-Kari nor any embargo on the part
of judiciary or executive could be helpful. It doesn’t at
all relates to being one self an ill literate or a super literate”,
he further justifies. As against the general view, Nawab Chandio
do not subscribe the view that ’Budo’ (or exchange)
is bad tradition.
Instead he claims that this form of ritual provides a chance to
the warring groups to reunite and live peacefully.
Nawab Shabir Ahmed Chandio’s political influence to social
prowess is a living fact. He is a scion of a family, which is
a full of legends. However, Nawab Shabir, who is a chieftain of
a powerful tribe and a Zila Nazim of his newly formed district.
After all he is a crownless King of Ghaibi Dero.
